Transforming the BUAP: Lilia Cedillo’s Vision for 2025-2029
In a ceremonious gathering held at the Baroque Hall of the Carolino Building, Rector María Lilia Cedillo Ramírez presented her Fourth Report on Activities before the University Council of the Benemérita Universidad Autónoma de Puebla (BUAP). Her speech marked the beginning of a new term from 2025 to 2029, during which she pledged unwavering dedication to fostering values of tolerance, respect, and inclusion within a violence-free academic environment.
Under her leadership, BUAP has evolved into an institution celebrated for its democratic spirit and inclusive policies. This period witnessed significant advancements in university governance with the approval of new regulations including the University Law, Organic Statute, and Council Regulations, paving the way for enhanced transparency and participation.
Academic and Institutional Transformation
Cedillo highlighted key achievements during her tenure through a video summary that showcased how BUAP has embraced innovation while maintaining its core educational mission. The period saw the introduction of 49 new academic programs alongside 53 existing ones, contributing to a 14% rise in student enrollment, totaling 124,312 students.
The university’s commitment to excellence is evident through strategic initiatives like the development of medical devices, climate change research, and the preservation of indigenous languages, supported by the inclusion of 973 members from the National System of Researchers.
Support for Faculty and Administrative Staff
Recognizing the invaluable contributions of BUAP’s educators, more than 96% received two economic bonuses in 2025. Additionally, administrative personnel benefited from 429 courses focused on well-being and holistic health during 2024-2025.
The university also made substantial investments in student support systems. Emotional, academic, and social assistance programs were bolstered with tutoring and mentoring services, aligning with gender-sensitive policies. The Center for Emotional Care and Occupational Therapy reported over 50,000 activities, achieving near-perfect outcomes in improving emotional well-being.
Campus Innovations
BUAP’s campus CU2 stands as a beacon of sustainability, incorporating energy efficiency and biodiversity conservation into its design. The “Dr. Matilde Montoya Lafragua” Simulation Center further exemplifies the institution’s commitment to cutting-edge technology.
Vision for the Future
Looking ahead, Cedillo outlined her vision through a new Institutional Development Plan that aims to streamline university management, improve academic programs, and ensure zero rejection of local students. The plan also promises better infrastructure, dual learning opportunities, and enhanced services like campus dining facilities.
Faculty members can expect continued job security, with ongoing discussions around their benefits and work conditions. Cedillo extended gratitude towards Governor Alejandro Armenta and municipal authorities for their support, emphasizing strategic partnerships in health, environmental sustainability, and technology development.

The session was attended by distinguished guests including José Chedraui Budib, the mayor of Puebla; state prosecutor Osvaldo Jiménez Juárez; and various educational leaders. These collaborations signify a shared commitment to propelling BUAP toward its aspirations as an exemplar institution.
